On June 2, 2026, Cabinet of Ministers of Ukraine Resolution No. 692 of May 30, 2026, came into force, fundamentally changing the procedure for identifying critically important enterprises and reserving employees liable for military service. The government has effectively launched a complete "reboot" of the system: all previously granted critical status designations are subject to mandatory review, and some enterprises risk losing this status as early as this autumn.

What has changed

The key date is September 1, 2026. By this date, all previously made decisions regarding the critical status of enterprises must be reviewed, and those that do not meet the updated criteria will lose this status.

Simultaneously, financial requirements have been strengthened. The salary threshold for most enterprises has been raised to 3 minimum wages — UAH 25,941 in 2026 (a reduced coefficient applies to enterprises in combat zones or temporarily occupied territories). Strict liability has also been introduced for exceeding the booking limit: enterprises are obliged to independently submit an application via the "Diia" app within 10 working days to cancel "excess" bookings, otherwise, this could lead to the revocation of their critically important status.
